The purpose of this hearing is to discuss and receive comments on these three coordinated DRAFT 208 Plan Amendments to the Central Arizona Governments (CAG) Section 208 Water Quality Management Plan.  The hearing will address the establishment of the revised Designated Management Area (DMA) boundaries for the Town of Miami, the City of Globe and TRSD as well as the construction of the TRSD’s collection and treatment system within Gila County.  The three individual entities share boundaries with Miami providing service for their customers in the west, Globe for theirs in the east and TRSD for their customers in between. TRSD is seeking to build the first phase of a regional collection system and a Water Reclamation Facility (WRF). The .65 MGD WRF will be located south of Hwy. 60 approximately west of Woodward St. and Russel Rd. discharging into Russel gulch south of the plant. Each entity has a planning document authorizing service in their designated area approved by the Central Arizona Governments Council of Governments for public review. After public comments and further agency review those plans will be presented to the Arizona Department of Environmental Quality (ADEQ) and then the United States Environmental Protection Agency (EPA) through Section 208 of the Federal Pollution Control Act (Clean Water Act).  

The documentation of the DMA boundaries designates the customers to be served by each entity and the provider responsible for providing that service. The DMA designation for wastewater services obligates the provider to provide for the maintenance and protection of ambient water quality in their defined area.  The three applicants have demonstrated their legal, financial, and technical capabilities to carry out water quality planning for all the wastewater needs in their region. 

The proposed plan amendments address how the applicants will manage the wastewater resources within each DMA area to ensure compliance with all regulatory and permitting requirements, and to meet the demands of existing and proposed development.

Written comments may be submitted to CAG no later than 6:00 PM on Wednesday, May 19, 2021.  A summary of the public comments received will be submitted as part of the Amendment Packages to ADEQ for further consideration.  Written and verbal comments are welcome at the Public Hearing.  A copy of the Town of Miami, City of Globe, and Tri-City Sanitary District DRAFT 208 Plan Amendments to the CAG Section 208 Water Quality Management Plan will be available for public review starting Wednesday, March 31, 2021 online on CAG’s website www.cagaz.org.  Hard copies can be reviewed starting the same time at the following locations:
